SUBJECT: Prodigal
The man called Prodigal has recently allied himself with several of Miami's better known metahumans, including those involved in the so-called "Watery Grave" incident (see attached files code referenced A-278456-FA-123-B). Speculation is that Prodigal may be a "second-generation" superhero, for he wears the uniform design of and has demonstrated powers similar to the metahuman Paragon (cross reference DECEASED files No. P-3671-FA-256-G), who was active from the late 1960s up until his death in the 1980s.

Official observation-record cross-reference indicates that Prodigal may be an operative of the National Security Council. Several files tell of an operative matching Prodigal's general description (although not always in the Paragon uniform) and powers as having played a role in no less than twenty-two (22) separate instances during the past year and a half. Conjecture is Prodigal was being trained and tested with a series of missions featuring increased levels of difficulty, first in mostly supportive roles, then as the focal point of said missions. Given the recent level of NSC involvement in the Miami metahuman scene, it is highly probable that Prodigal's new "high profile" status was ordered by NSC officials.
PRIMUS observation indicates that Prodigal possesses superhuman strength of an unknown extent, is highly resistant to physical damage, and is a capable hand-to-hand combatant. These abilities match up with the major abilities of Paragon (see attached file P-245-D) as well, reinforcing the possibility that Prodigal may be the offspring of the deceased metahuman. Other demonstrated powers possessed by Prodigal include enhanced vision and auditory functions, and possibly enhanced cellular regeneration.
Prodigal has been issued a PRIMUS Threat Level Designation of Six (6). Agents should use caution if in a situation of potential conflict, given Prodigal's physical prowess and metahuman abilities. Analysis is inconclusive as to how Prodigal will react to an adverse situation with PRIMUS operatives. However, physical restraints of sufficient power probably will be sufficient to neutralize Prodigal, should the need arise. Although possessed of significant secondary abilities, Prodigal still is within PRIMUS rating parameters given the "Brick" archetype.

APPEARANCE: Prodigal is an obvious powerhouse, extremely tall and massively built. He has never been photographed out of uniform to the knowledge of PRIMUS. Prodigal wears a blue and white uniform reminiscent of Paragon, a metahuman hero who operated from the late 1960s to the 1980s.
Major facts that PRIMUS does not know...
In reality, Prodigal is the man-monster and former supervillain known as Coil. He first entered the public eye during the Vietnam era, possessed of significant physical power and a mad-on against the world. Coil has been incarcerated in Stronghold numerous times, breaking out on a fairly regular basis - though each stint inside took him longer to break out as Stronghold officials developed increasingly effective techniques for holding Coil in custody. His last stint in Stronghold lasted years, during which time Coil underwent a conversion after having found religion. Although not a fundamentalist zealot, Coil wishes to make amends for past crimes against humanity and society. He is currently on parole as long as he works for the NSC. Failure to perform duties assigned him result in forfeiture of parole and a return to serving the life sentence hanging over his head.
